County Council of Norrbotten improves the quality of life of all inhabitants in the fields of health care, dentistry, arts and culture, education and regional development.

The aspirations for the County Council are good public health, good health care, balanced regional development and conservation of the County´s common resources.

About us
Norrbotten is Sweden´s largest and most northerly county and it includes 14 local municipalities. Most of the population live near the coast so Norrbotten is sparsley settled. These facts set the parameters for the County Council´s obligations and activities.
The County Council is led by elected politicians and its activities are mostly financed of taxation revenues.

In Norrbotten and other regions with declining population we must work even harder to survive. In this situation the County Council is undertaking a range of efforts to make Norrbotten more competitive – in infrastructure, tourism, film, information technology, research and e-health. The County Council promotes the growth and attractiveness of Norrbotten, it supports development of small and medium-sized businesses, it improves transport and communications and promotes international exchange.

Why we participate in Best Agers
The negative demographic trend is a real challenge for Norrbotten. We have experienced several years of negative population figures despite high growth in our industry. The explanation is both low immigration and birth deficit. Combined with an aging population, this means that Norrbotten is facing a major challenge in the near future when it comes to labor and skills shortages. We must therefore ensure supply of labour and competence in Norrbotten. Through development of general methods for transfer of competence and deal with generation shift, the County can be a pioneer and contribute to the European added value.

County Council of Norrbotten is a partner in the Best Agers project to contribute with social innovations in the field of demographic development, but also to cooperate with and learn in this field from other regions in the Baltic Sea Area.

• reports concerning statistics and forecasts about labour participation for Best Agers.
• surveys among employees, unemployed and employers concerning attitudes towards Best Agers participation in the labour market. We are preparing a
• network for Creative Age management among regions
• mapping mentoring programmes in the region
• participated in Qcamp in S:t Petersburg and are trying to use this experiences in our work
• interviewing Best Agers entrepreneurs about support structures for 55+ entrepreneurs and this will be summarized in a report.
• visiting several groups and organizations of senior citizens and other interested parties to inform about demographic change and the Best Agers project.
